  • By Phone - Call 800-895-4999 to make a one-time payment using their automated phone system.
  • By Mobile App – Download the Xcel mobile app and log in using My Account to pay your bill on their mobile app.
  • In Person - Pay your electric/gas bill in person at any pay station. There are 20 pay station locations in St. Paul and many more in the Twin Cities area. With your Xcel Energy account number or your bill stub, you can conveniently pay by cash or money order. You will be charged a $1.50 transaction fee for each bill you pay. Hours of operation vary, so check before you go.
  • Auto Pay – Enroll online in Auto Pay and have your bill payment automatically deducted each month, so you’ll never have a late payment.

Saint Paul Regional Water Services (SPRWS) is the public drinking water utility for the St. Paul area. SPRWS has been in business since 1882 and serves approximately 450,000 customers. They treat an average of 40 million gallons of water per day to ensure their customers have reliable, high-quality drinking water. To enroll, follow the instructions on the automatic payment application or call customer service at 651-266-6350 to request an application. Select "Monthly Manager" as your payment type in Step One.
  • Debit/Credit card – SPRWS accepts Visa, Mastercard, Discover, and American Express credit/debit cards. You can pay online 24/7, by phone 24/7 at 651-266-6350, or in person at 1900 Rice Street in St. Paul from 8:00 am to 4:30 pm Monday – Friday. 
  • Check or money order – You can pay in person, by mail with your bill stub, or in one of the drop boxes in the visitor parking area and outside the main entrance door at 1900 Rice St. By mail, send payments to:

The Saint Paul Citywide Garbage Service provides garbage, sanitary sewer, and recycling services for residents. All residential properties with 1-4 units, including rentals and townhomes, are required to have garbage service. All garbage must be securely tied in trash bags and placed in the appropriate garbage cart. Garbage that doesn’t fit inside a cart with the lid closed is considered “overflow.” You will be charged $3.12 per bag, plus tax for overflow trash.
